LE MOUVEMENT DES MAROCAINS DEMOCRATES RESIDANT A L’ETRANGER
FEUILLE INTRODUCTIVE
Le mouvement des Marocains démocrates résidant à l’Etranger est une initiative associative qui rassemble plusieurs acteurs associatifs, politiques, intellectuels et hommes d’affaires issus des Marocains du monde installés dans différents pays. Leur objectif commun est de mettre en place un organe démocratique moderne qui sera chargé de rassembler la Communauté marocaine, toutes tendances confondues. Puis, défendre ses questions vitales, et en faire d’abord une force capable, de répandre le processus démocratique au sein de la Communauté marocaine à l’étranger, et de soutenir la mutation démocratique que connaît le Maroc, ensuite.
A partir de ce point de départ, et loin de toute forme d’exclusion et de manipulation des questions des Marocains résidant à l’étranger (MRE), notre objectif est de créer une orientation démocratique intense qui servira de mécanisme pour contrer tous les complots qui ont visé et visent encore la Communauté marocaine de l’étranger. Notre discussion à propos de la démocratie et des démocrates n’est pas destinée à la consommation ou à la refonte, mais plutôt un essor tiré de notre conviction et de nos principes à savoir la reconnaissance de l’avis d’autrui et l’application des principes démocratiques dans tout ce qui touche aux MRE, y compris :
Le Conseil de la Communauté marocaine à l’étranger, le Conseil socio-économique et tous les conseils d’administration des institutions liées aux MRE, et l’instauration de nouvelles relations dont la devise serait la confiance échangée entre le MRE et les institutions qui veillent sur lui et l’encadrent.
Ainsi, voudrions-nous insister sur le fait que nous ne sommes pas en train de fonder un parti pour MRE, ni de rapprocher notre mouvement de quelque organisation que ce soit, partisane ou officielle. Nous nous considérons plutôt comme des démocrates indépendants préoccupés par les questions des MRE, tout comme par l’avenir de notre pays dans le cadre des constantes nationales, et loin de toute amalgame. A ne pas confondre le nom donné à ce cadre, avec toute autre expérience connue au sein de la société civile marocaine.
Ce qui nous unit plutôt, c’est la restructuration d’une partie du peuple marocain qui souffre du poids de la marginalisation, du fléau de l’extrémisme
et du racisme . Et voici une liste de revendications précises, légitimes et urgentes, à titre indicatif et non limitatif :
- l’élection du Conseil des Marocains de l’étranger de façon démocratique avant 2010
- la vraie participation politique du MRE
- la représentation des MRE au sein du Conseil économique et social
- le rapatriement des dépoilles des MRE gratuitement comme c’est le cas pour les Tunisiens et les Bangladais
- revoir le rôle de banque Al Amal
- renouvellement du Conseil d’administration de la Fondation Hassan II pour les MRE
- l’octroi de facilités douanières aux retraités MRE
- l’ouverture et la facilité des règles d’investissements
- revoir les champs religieux et éducatifs
- l’ouverture de centres marocains (Dar Al Maghrib)
- mettre à exécution du projet visant à créer un musée de la migration
- rendre les billets d’avion et de bateau à la portée de tout le monde
- s’intéresser aux démunis parmi les MRE et notamment les handicappés et Sans papiers
- rapprocher l’administration diplomatique et le consulaire du citoyen
- aborder le problème de la femme MRE (le code de la famille, le divorce, la nationalité et l’exploitation sexuelle)
Ainsi, le Mouvement des démocrates marocains à l’étranger est par principe ouvert à toutes les idées susceptibles d’enrichir cette plateforme modeste ; ainsi qu’à toute personne oeuvrant en faveur de la démocratie comme principe, moyen et objectif en même temps.
Car la démocratie à notre avis est protégée par les démocrates et la modernité est l’oeuvre des personnes modernes et pas le contraire.

تعتبر حركة المغاربة الديمقراطيين المقيمين بالخارج مبادرة جمعوية شملت عدة فاعلين جمعويين وسياسيين ومثقفين ورجال أعمال من مغاربة المهجر بعدة دول مختلفة قاسمهم المشترك هو تأسيس هيأة ديمقراطية حديثة تعمل على توحيد صف الجالية المغربية بكل مشاربها للدفاع عن قضاياها الحيوية ولجعلها قوة حقيقية مساهمة في تشييع المد الديمقراطي داخل أوساط الجالية أولا وتعزيز التحول الديمقراطي الذي يعرفه المغرب.
من هذا المنطلق وبعيدا عن كل أشكال الإقصاء والتلاعب بقضايا الجالية نهدف كحركة إلى خلق توجه ديمقراطي عارم يكون آلية لصد كل المؤامرات التي حيكت ولا تزال تحاك ضد الجالية المغربية.
إن حديثنا عن الديمقراطية أو الديمقراطيين ليس من أجل الإستهلاك أو التمييع بل إنطلاقا من قناعاتنا ومبادئنا بالإعتراف بالرأي الآخر وإعمال مبادئ الديمقراطية في كل تمثيل يهم جاليتنا بما فيها مجلس الجالية المغربية والمجلس الإقتصادي والإجتماعي والمجالس الإدارية للمؤسسات المرتبطة بها وإقرار علاقات جديدة شعارها الثقة المتبادلة بين المهاجر المغربي ومؤسسات الدولة التي تشرف عليه وتأطره.
كما نود الإشارة على أننا لسنا بصدد تأسيس حزب للمهاجرين ولا نأسس حركتنا للتحيز إلى جهة محددة كانت حزبية أو رسمية بل نعتبر أنفسنا ديمقراطيين ومستقلين تهمنا قضايا المهاجر المغربي مثلما يهمنا مستقبل بلدنا في إطار التوابث الوطنية وإبعادا لكل لبس فإسم الإطار لا يستنسخ أي تجربة عرفها المجتمع المدني المغربي.
بل ما يجمعنا هو إعادة هيكلة جزء من الشعب المغربي تطاله مطرقة التهميش وسندان التطرف والعنصرية راسمينا أمام أعيننا مطالب مدققة ومشروعة ومستعجلة من بينها على سبيل الإشارة لا الحصر:
- إنتخاب مجلس للجالية بطريقة ديمقراطية وشفافة قبل سنة 2010.
- المشاركة السياسية الحقيقية للمهاجر المغربي.
- تمثيلية الجالية المغربية في المجلس الإقتصادي والإجتماعي.
- نقل جثت المغاربة بالمجان للدفن في الوطن كما هو الشأن للتونسيين والبنغلادشيين.
- إعادة بلورة الدور الحقيقي لبنك العمل.
- تجديد المجلس الإداري لمؤسسة الحسن الثاني للمغاربة القاطنين بالخارج.
- تقديم تسهيلات جمركية للمتقاعدين.
- فتح وتسهيل مساطر الإستثمار.
- إعادة النظر في الجانب الديني والتعليمي.
- فتح مراكز مغربية ( دار المغرب).
- إخراج مشروع متحف وطني للهجرة للتطبيق.
- جعل تذاكر الطائرات والبواخر في متناول الجميع.
- الإهتمام بالفقراء من أوساط أبناء الجالية وعلى رأسهم المعوقين و المهاجرين الغير القانونيين.
- تقريب الإدارة الدبلوماسية والقنصلية من المواطنين.
- مشاكل المرأة المهاجرة( المدونة، الطلاق، الجنسية، الإستغلال الجنسي).
كما أن حركة المغاربة الديمقراطيين بالخارج تتفتح وبشكل مبدئي على كل الأفكار التي بإمكانها إغناء هذه الأرضية المتواضعة ومفتوحة أمام كل من يدافع عن الديمقراطية كمبدأ ووسيلة وغاية في آن واحد فالديمقراطية في نظرنا يحميها الديمقراطيون كما أن الحداثة ينتجها الحداثيون وليس العكس.

The Movement of Moroccan Democrats Living Abroad (MMDLA)
Introductory Note
The MMDLA is an initiative within the civil society environment that consists of several stakeholders from the NGO, political, intellectual and business circles among the Moroccan Community living in various parts of the world. Their common objective is to establish a democratic and modern institutional mechanism that unifies the ranks of the Moroccan Community, with all its diversity; it aims at defending its vital interests and to be a real powerhouse that promotes democratic initiatives within the community but also to accompany the ongoing democratic transformation in Morocco
It is, based on this premise, far from any form of exclusion or snubbing of the Community’s concerns that we are undertaking, as a Movement, to create a viable democratic momentum; this movement constitutes a mechanism to challenge all the plots that have been fomented or are being fomented against the Moroccan Community.
Our reliance on democracy and on democrats stems from our principles and conviction that leads us to acknowledge the right to differ and to use democratic practices for any type of representation involving the Moroccan Community, including the Moroccan Council for Moroccans Abroad, the Social and Economic Council as well as all their affiliated bodies . Our objective is to weave new links of reciprocal trust between the Moroccans abroad and the relevant State institutions.
We wish to notify that we are not about to create a political party for the Moroccans abroad; we are not establishing our movement either, to take sides with one political tendency or another. On the contrary, we consider ourselves as independent democrats, motivated by the concerns related to immigration, to the future of our country, within the framework of the supreme national value system, clear from any empty rhetoric, since our forum is not copying any past experience that the Moroccan Civil Society has witnessed before.
What pulls us together, is the will to re-structure a portion of the Moroccan people that has been squeezed between the hammer of marginalization and the anvil of extremism and discrimination; we aim at realizing our demands that are as precise as they are legitimate and urgent; among those demands, we mention the following as a matter of illustration, rather than trying to be exhaustive:
· The election of a Council for the Community in a democratic and transparent manner before 2010.
· The representation of the Moroccan Community in the Social and Economic Council
· Free transport of the corpses to be buried in their home country, as is the case for the Bangladeshi and Tunisian communities
· Further promotion of the real role of the ‘Al Amal Bank’
· Renewal of the Board of Directors of the Hassan II Foundation
· Granting customs facilities for the retired compatriots abroad
· Opening facilities for investment procedures
· Review of the religious and educational issues
· Opening of the Moroccan Centers (Dar Al Maghrib) abroad
· Implementing the ‘National Museum on Immigration’ project
· Review air and sea fares towards making them affordable to the community
· Intensified concerns with the poor among the Community, particularly those who are handicapped and illegal immigrants
· Making the diplomatic and consular administrations closer to the Community
· Closer attention to the women issues: divorce, citizenship, sexual exploitation
The MMDLA is open, based on its principles, to all suggestions that are likely to improve this modest platform; it is also open to all those who defend democracy as a means, as an end and as a principle at the same time.
We believe that democracy is defended by people who are democrats just like modernity is created by modernists and not the contrary.
